Congestion Charge Clocks ...Are they accurate?

My daughter was about to go into the congestion charge area but after being "caught out" once by being forced into a lane which carried her into the zone, she played it safe and pulled into a petrol station just outside the begining of the Zone. At 6:30 pm the new came on the radio and after the news she checked her watch. Thinking she was safe, as it was after 6:30pm she started her car and drove on her way....She received a charge notice timed at 6.29!!!!! When she wrote them they wrote her back saying all the clocks are set GMT!!!!! I Think there is a fiddle going here as two clocks and a radio station cannot ALL be wrong????? Has anyone else had this happen to them?
